The one to be understood (Vedya) really exists on its own in the recesses of the heart, in the form of Jyoti and also appears as Veda. Because, this is the one which has to be understood, it is the "One to be known - Vedya". That alone is "Vidhi" which are the rules and conditions for realizing the "to be known – Vedya"
